Ottawa Light Rail Transit Commission Holding Expert Panel Discussion on July 28

UPDATED JULY 25, 2022 - The Ottawa Light Rail Transit Commission is convening a panel of experts to discuss public-private partnerships (P3s) virtually on July 28, 2022 from 9:30 a.m. to 12:30 p.m.

The Commission has a mandate to investigate the commercial and technical circumstances that led to the breakdowns and derailments of the Ottawa Light Rail Transit Project – Stage I. This project was delivered as a public-private partnership.

Topics of discussion will include:

  • Risks and benefits of P3 projects
  • Issues related to the transfer of risk
  • Impact of P3 contracts on public accountability
  • Use of P3 contracts in various jurisdictions (Canada; UK; Europe)
  • Addressing cognitive bias such as optimism bias in planning and management of complex projects

The panel discussion will be livestreamed with simultaneous interpretation and closed captioning on the Commission’s website and broadcast on Rogers TV, channel 22 in English and channel 23 in French. It will be recorded and made available with the transcripts on the website for the public to view and read.


The Commission continues to regularly update its website to keep the public and media informed on the latest developments in the inquiry, including next steps in the process.

  • The Commission has held two public meetings in Ottawa, where residents shared their comments and concerns regarding Stage 1 of the Ottawa Light Rail Transit project as well as four weeks of hearings where over 40 witnesses testified under oath.
  • Participants to the Ottawa Light Rail Transit Commission’s Hearings have until August 5, 2022, to submit written closing submissions.
  • Upon the conclusion of the Commission’s investigation, the Commissioner will deliver a final report containing his findings, conclusions and recommendations.
