BACKGROUND.
Labour material does not contain much material of interest.
In addition to being largely under federal jurisdiction,
most Indian Reserves in Ontario are, for the most part,
rural and/or isolated, and lack an industrial base. Thus,
the Labour Ministry's responsibility for issues such as
occupational health and safety or union conciliation has
had little application on Reserves. Many Aboriginal people
work in industry -- as autoworkers or steelworkers, for
example -- but departmental files do not treat them separately
from other workers.
