Creating certification requirements
for teachers was fundamental
to providing a universal standard of education in Upper Canada.
The establishment of formal teacher training through normal and
model school programs ensured that teachers were equipped with
a higher level of education as well as practical experience before
they were granted teaching certificates.
Standard control of teaching practices and school administration
was exercised by school inspectors.
Their job was to ensure that school boards across the province
were employing qualified teachers, and that each school was conducted
according to departmental regulations.
Each year from 1911 to 1966, the Department of Education published
Schools and Teachers
in the Province of Ontario as a means of providing
a level of transparency to the public. In each volume was published
information about the funds allocated to schools and school boards,
qualifications held by teachers and where they taught, all arranged
by city or county inspectorates.
