Ontario's budgets have an impact across the province, and serve as financial roadmaps for the province for the year. Budgets are used to set government spending priorities based on research, consultation and expert analysis. Ontario's first public budget was the speech of the Honorable EB Wood, delivered on December 15, 1868 and printed for distribution in 1869. Public access to Ontario's budgets ensures transparency, financial accountability of the government and emphasizes the fact that the annual budget is more than a matter of numbers - the budget deals with how the government works to improve people's lives.
